Windows format command can perform a proper wiping routine. Connect the drive you want to wipe, then open file Explorer(Windows+E) and check which letter the drive's been given. We'all assume it's been assigned drive 'd:' in this instance. Noe switch to the Command Prompt by opening the Windows menu, typing command and clicking Command Prompt in the results.

Type format d:<space>/P:2 then press enter, remembering to change 'd:' for the letter your drive was assigned. The '/P:2' tells Format to write over every sector of the drive with zero twice. If you change the 2 to 5, it will overwrite it five times, and so on. The higher this number, the more secure the erase, but the longer it will take. We recommend setting it to 3.

You can't format your main hard drive thus way because windows will have locked it.
